Voting is conducted according to lists of electoral subjects, which establishes a proportional electoral system. A minimum threshold of 3% has been set for participation in the distribution of mandates.

Election participants are electoral entities. Electoral entities may be political parties, party founding committees, civil society organizations, factions of the Coordination Council of the current convocation, their coalitions, as well as groups of citizens who have united to participate in the elections and meet the requirements of the Election Regulations.

Each electoral entity must:

– have a political program for a period not less than the term of office of the new convocation of the Coordination Council, and declare the values (principles or ideology) on the basis of which it is formed;
– submit a list of at least 10 candidates for delegates to the Coordination Council who have agreed to participate in the elections;
– ensure a gender quota of at least 40% of persons of the underrepresented sex from the total number of candidates on the list. There is a possibility of reducing the quota to 20% by decision of the Election Commission for those electoral entities that cannot meet the 40% quota with good reason (security organizations, veteran organizations of Belarusian volunteers and other similar organizations).

Each voter has one vote and can vote for one of the lists of electoral subjects.

The next step in preparing for the elections to the Coordination Council will be the formation of the Election Commission, which will be announced later.
